  1. Compare milestone evidence with the original plan, scope, and acceptance criteria.
  2. Review budget, schedule, risk, dependency, and stakeholder changes.
  3. Decide whether to continue, adjust, pause, split, or close.
  4. Record decision owner, rationale, and consequences.
  5. Update downstream plans and communication immediately.

Expected output

A project record that states the decision, owner, boundary, dependency, next checkpoint, and evidence needed to continue.
